Default files encoding as UTF-8

I use Windows 7

In my preferences I selected UTF-8 as default files encoding.

But my files are opened in cp1251

If I changed the encoding for file then everything becomes fine. But after application reload it become to use system encoding again (cp1251).

Is it a bug? Or I'm doing something wrong?

I have the same problem. Just came here to report this bug and noticed that it's already reported. This is very annoying problem because all my files has UTF8 encoding and contains cyrillic symbols. It's very inconvenient to switch encoding every time I open file.
