[BUG] Remote host terminated the handshake

Describe the bug
For a machine behind firewall with no marketplace access, trying to install previously downloaded plugin from disk fails with error "Remote host terminated the handshake"

To Reproduce
Steps to reproduce the behavior, on a machine with no access to IntelliJ marketplace behind firewall:

1. Go to 'File > Settings > plugins.'
2. Click on 'Gear Icon' > 'Install Plugin From Disk...'
3. Choose downloaded plugin zip file
4. See error

Expected behavior
Plugin to be installed without errors

Hi, could you check logs if there are any related exceptions Help > Open Log in Editor ? First time I'm seeing this.
