With bellows CLI its possible forming one new network or joining one as (NS)ED but as i understand its not possible with bellows CLI joining as one router on one NCP running EZSP.
If having the debug CLI its only using network steering and joining one open network with commands or leaving one if you like.

If implanting this function its possible having network or USB NCPs joined as routers without custom firmware and its easy administrating over network or moving the USB device to on local installed bellows and joining or leaving (Zigpy still can sending one leave and its leaving the network) the router and then moving it to its end destination and its fitting in the mesh.

I have cooked one router firmware (for Hedda) with leave / joining with pin / button commands for IKEA Billy module but i dont do the same for Sonoff USB stick that already have one working EZSP with router functionality.
I see one ESP8266 (WeMos D1 Mini that running tasmota or ESPHome) with one zigbee module with standard EZSP NCP and doing the joining and leave with bellows CLI is the best way to going but i cant writing advanced python code :-((

Also old EM35X USB NCP devices can being great routers if upgrading the network whit on newer coordinator and dont need going in the trashcan only needing on small USB power supply from one mobile.
