Fix Links In CONTRIBUTING.md #4

The conversion process from .rst -> .md caused a number of links to be broken. Refer back to 9358562/CONTRIBUTING.rst to grab the missing references.

My bad. This was created through the vscode Github integration in what I thought would be my fork of this repo. I didn't notice until I went to assign it to myself that it didn't get created in the correct spot.
