PrivacyRing: hover on segment is not always noticed

when the cursor is on a segment it should display the coin details.
It doesn't always happen, for example when you move quick out and in the segment with the cursor.
clicking on the segment fixes it

Decreasing the delay was just a good first step.
I am not familiar with the code that does the delay, but animations can be canceled so probably we should implement it to fix it forever.
