I suggest that the coordinator publishes the following configuration constants in its status:

  • ReleaseUtxoFromPrisonAfter
  • ReleaseUtxoFromPrisonAfterLongBan
  • AllowNotedInputRegistration

The motivation is to simplify manipulation with banned utxos for coinjoin clients. So far, a client doesn't know for example

  • whether it can register an input that was noted or
  • when it can register an input that has been banned.

I consider the suggestion to be a temporary fix until #10700 is solved.
