Reduce inherited punishment after the banned coin is spent. Because by spending a banned utxo the attacker incurs in a penalty, it makes sense to discount that cost from the time in prison of its children coins.

By reducing the punishment by half, even when that could mean a release from prison in some rare cases, it makes a long lasting attack impractical.
