Related to the migration of projects with video subjects from PFE to FEM (i.e Woodpecker Cavity Cam).

Describe the solution you'd like

Video subjects that don't require classification with drawing tools should have a video subject viewer with the same UX has PFE.

Additional context

See PR #3684's discussion for more details. The team concluded that we should first build a video subject viewer with the same features as PFE, and then resume development of custom video controls for future (un-launched) video + drawing tools projects.
