I have a site without a frontend. It does not needs the page dispatch rule... what do we do about it?

Either, make the warning optional with a config switch somewhere.. or add a dummy page dispatch rule. I'd prefer to keep the warning, as it was added due to the number of new users being bitten by that particular issue. That, or, when there is a "run site checks" command, the warning could also be dropped in favour of a warning from the site checks.

Ideally I dont want a page dispatch rule because that will trigger a "View page" button in the admin, which I dont like :)

@arjan what to do with this issue? I concur with @kaos about users being very confused for this missing rule. An option for you could be to add some css to your site to remove the vie button?
