Arguments categorizations

The way it is now, arguments are quite unstructured. The idea is similar to the way dpkg command work. Divide the arguments into actions and options. Action will define what to do and options will control the way action executes. e.g. download will be an action and to control like verbosity, direct download, etc. will be options, an action can have zero or more options.
