support latest decorator

What problem are we trying to solve?:

ERROR: pip's dependency resolver does not currently take into account all the packages that are installed. This behaviour is the source of the following dependency conflicts.
moviepy 1.0.3 requires decorator<5.0,>=4.0.2, but you have decorator 5.1.1 which is incompatible.

How can we solve it?:

upgrade the package as per the latest dependency decorator package

Are there other issues that block this solution?:

other packages making this issue, not to install
