Mod Settings for Belts

We need several mod settings for Conveyor Belts. The options should look something like:

Conveyor Belt Options

• Buildings can output TO underground conveyor belts

• Buildings can take raw materials FROM underground conveyor belts

• Belts pick back up conduits when moved

Could you add these to the "belt-test" branch?

it should be opened again when/if we decide to do something special to mod settings.

else ill do mod settings for belts with patchoperations like i do for rest of the stuff,
i will just need a modextension with True/false and i can control it with my xml setting menu =)

Actually...do you think those are reasonable mod settings? Or should we just say "yes" to all? If we should have mod settings, reopen this so I can remember what I need to do 😆
