RFE Support configuration via pyproject.toml

Pytest can be configured via the pyproject.toml file.

This plugin should allow for the same.

It is a little cumbersome to pass envvars to pytest without additional plugins.

(for configs like PYTEST_CHECK_TEST_DUPLICATE=0)

It would also be nice to set the scope for the plugin, ignore for some files.
