  1. ci: commands: add create_tuxsuite_boot_test command 

    This will work on retroactive testruns from TuxSuite and create
boot tests for each of them.

  2. ci: backend: tuxsuite: create a boot test for every TuxTest run 

    This will facilitate indentifying when some builds failed to boot.
