CI workflow to call the nuget.bat and build the "development" nuget packages #1018

This reverts commit f0e48bd. The reason is that commit in question made CI fail.
Run src\nuget.bat directly from PS. Fix copy commands in src\nuget.bat. Now Github CI runs and builds the solution.

I do sign the nugets, but obviously these are not the official ones, this might need to be set to another directory.. but i guess it helps to be in the latest dev, although this might be a security issue for the users that are not aware of it |
