Implement command that causes the intake pistons to push out while being held and retracts when let off

This would fit better in additional OI functionality. If someone wants to take a stab at adding this as a command, go for it. You should be able to just use TogglePistons for the PanelIntake commands and use that to deploy in/out based on input.
