Cherry-Pick of #9833

Original Description:

Fixing a testing gap by making the simulated blobstore implementation flaky and/or completely broken for a period of time, for either all servers or a subset of servers, and included it in the blob granule tests.
Fixed a couple small bugs that came up as a result of this testing.

We can eventually extend this to work outside of simulation, enable it for all workloads, add other error types, etc...

Passes 100k BlobGranule* correctness tests, with only 2 failures being unrelated. 1 is fixed by #9780 and the other is documented by issue #9834.
