This is going to be a WIP for a while, I'm going to use the CI to see what works and what doesn't. But given that we now have SwiftCompilerSources in the Windows toolchains, there should't be anything preventing us from building the embedded stdlib on Windows, and running the embedded Swift tests on Windows.
