What this PR does / why we need it:

This was noticed while working on bumping k8s in OpenShift, where we've noticed increased level of pod_security_evaluations_total, this lead to finding the several missing bits which weren't fixed last time.

For context - setting just the enforcement labels in your tests will cause test failures for platforms that gate based on audit violations.

Confirmed the fix in OpenShift CI, so dropping the hold.
