Bulk Loading Framework

Bypassing transaction system to load data directly to storage servers. Expected to fully leverage the parallelism of data distribution system.

The bulk loading feature is available only when encode_shard_location_metadata is on.

Key mechanisms and invariants:

1. DD monitors \xff/bulkLoad/ key space when bulk load mode is on.
2. When a bulk load task on a range is observed, DD (DDTracker) splits the shard to get a shard strictly same as the task range and trigger a data move for this shard with bulk loading priority. When triggering the data move, DD attaches the bulk load task to the relocateData. Any relocateData with a bulk load task is a data move for bulk loading.
3. DD marks the range as the bulk loading range. Any shard boundary change is disabled on the loading range. When the bulk load task completes, the boundary change on the range is re-enabled.
4. When DD triggers a data move for a bulk load task, DD listens on the signal channel of the task. If a data move for bulk loading is overwritten by other non-bulk loading data moves, or the bulk loading data move is failed, DD receives an error. According to the error type, DD decides to either ignore the signal or triggers a new bulk load task.
5. When a bulk loading data move finds any existing ongoing data move overlapping the range, the bulk loading data move waits until the existing ones complete. When a new data move find an existing bulk loading data move, the new one waits for the existing bulk loading data move. This guarantees that if the data move for the bulk load task has launched, there is no conflicting data move.
6. When DD selects a destination team for the bulk load data move, DD randomly chooses an healthy team that has no overlapping data with the source team. This simple mechanism guarantees that at any time, client reads from consistent data. Random team selection provides a certain level of load balancing.
7. Bulk loading signal delivers at a destination server by a normal path of data move --- via changing serverKeys space. When SS receives a bulk loading signal, it reads the bulk load task from the data move metadata. Then, the SS injects the external files as specified by the bulk load task. Note that if a SS shard is set to do bulk loading, this SS shard must not be a readWrite shard due to the point 5 and the point 6.
8. When DD restarts, bulk loading data moves are cancelled. This guarantees that any bulk load task cannot be alive across different DDs.

Currently, the simulation is failed where all teams of remote DC are failed or all teams of remote DC are falling behind. In those scenarios, bulk load task cannot complete. Not sure why the remote DC servers are not healing.
