This PR updates the central-dashboard to use NodeJS 16.
WARNING: node 16 is the latest we can use without significant refactoring.
This PR also updates the following dependency packages (to allow for NodeJS 16 support):
@kubernetes/client-nodeto0.19.0expressto4.19.2@grpc/grpc-jsto1.10.8@types/serve-staticto1.15.5typescriptto4.9.5webpackto4.47.0There were also a number of typescript linting errors which the newer versions of everything seem to detect, so I fixed those also.
