Reverting the change done to retain NH ids upon restart
There are cases where the same NH id is being allocated to multiple composite NHs, resulting in crash during free. This change is not really used in R5.0 and hence reverting the same. Should be added back in the next release with appropriate changes. Change-Id: I5986759934f323933176ea83c21fa1da22a1fc8f closes-bug: #1764506
