Dev Works for single language, but not for for multi-lingual randomization yet.
Dev updated randomization group test survey to include randomized and non-randomized questions; plus put in two languages.

Needs to be ported to Yii

All of the changes needed to implement random_group have been ported to Yii (6 commits worth). Now in the middle of regression testing. Expect to finish in several hours (and hoping the merge with everyone else's changes won't be too painful)

Note that all of the refactoring needed to support randomization has been completed, so this bug has been closed. However, the randomization test case does not work properly. That is a separate issue from the one discussed in this bug.
