Relation aggregation service for NextID

RelationService provides inter-identity relationship aggregation store / search function for web3 / web2.0. Treat it like a search engine, but for identities.

PageRank-ish soul rank system. Combine cross-soul activities (web2- or web3-based) to judge if a soul acts like a real person.
