Updated dependencies and tests for NumPy/SciPy compatibility

Summary

• update test workflow to use SciPy 1.12 as the baseline
• skip test with SciPy 1.13 incompatibility (see Test failure with Scipy 1.13.0rc1 #3156)
• skip test with SciPy 1.12 incompatibility (see Nonlinear constraints with SciPy's differential evolution drivers work using SciPy 1.11 but not with SciPy 1.12 #3196)
• require NumPy<2, since NumPy 2.0 release candidate is still problematic (see NumPy 2.0 compatibility #3045)
