F #6368: Improve SSH live migration action

This commits improve non-shared storage live migration:
- The migration proccess now uses suspend to allow for additonal sync,
  including snapshot defined in qcow2 disks.
- The script is now in Ruby to implement a more elaborated logic
- Sync is done through rsync
