[Bug] mRo H7 OEM bootup causing PWM outputs to sometimes go high #23004

Describe the bug

When the mRo H7 OEM is in bootup it can make the PWM outputs go high causing unnecessary servo actuation. This behavior is not ideal and would be great if it could be fixed.

It seems like this was fixed on other H7 boards but did make it into the mRo.

To Reproduce

  1. v1.14 or master flashed to mRo.
  2. Turn on Autopilot.
  3. Servos move
  4. Autopilot finally "boots"

Expected behavior

  1. Turn on Autopilot
  2. Servos do not move
  3. Autopilot finishes booting
