This is to track/discuss issues that have to be fixed for the 1.1.0 release.

• Fix failing tests (Fix failing tests #3044)

• resolve hwloc build issues (Make hwloc compulsory instead of optional #2977, Build fails with HPX_WITH_HWLOC=OFF #2996, Make hwloc compulsory #3133)

Please add or comment about missing items.

How about including #2325 ? Because hpx::launch::sync is now used for temporarily avoiding that problem, the parallel algorithms use scan_partitioner have very bad performance.
