This depends on us using com.google.protobuf:protobuf-java 4.26.0, which in turn requires protoc v26.0. Version number update needs to be done in one PR for protobuf-kotlin and protobuf-java. For protobuf-java, see https://protobuf.dev/news/2023-12-05/ at the moment this update is BLOCKED.

Follow protocolbuffers/protobuf#16452 and grpc/grpc-java#11015, and get some popcorn...
