This colour scheme is based on tictoc (a Textmate theme by @subblue I believe). It works nicely
for me in day-to-day rails dev.

Installation:
Install in ~/.vim/colors, or ~\vimfiles\colors on Windows.

Try it out with
:colorscheme tictoc
