Widespread improvements

• Remove atomic-bleeding as no longer installed by atomic install script
• Allow mirrorlist and baseurl to be overriden
• Add gpgkey parameter and set default to URLs of atomic GPG keys
• Remove management of gpg keys
• Use operatingsystemmajrelease fact instead of custom parsing of operatingsystemrelease
• Add rspec-puppet unit tests
• Add beaker-rspec acceptance tests

Support other Puppet Enterprise versions

This release adds support for other minor versions of Puppet Enterprise 3.

Module relies on stdlib as a dependency (first built with stdlib 3.0.1) so adding as a dependency for Puppet Forge.
