The ObjectWatcher can handle generic watch and recovery of RADOS objects. The MirroringWatcher will handle updates to the RBD mirroring object. Signed-off-by: Jason Dillaman <dillaman@redhat.com>

This PR integrates the necessary notification payloads. A future PR will integrate these notifications with rbd-mirror.
