This PR is built on top of l1t-integration-CMSSW_9_2_0. Adds Transverse mass algorithm and two body pt cuts to L1 uGT emulator. Supercedes PR #509. Also contains fix to allow mass=0 combinations to fire in emulator (allowed in firmware).
Requires utm library >= utm0.6.3
