  1. oracle-env: remove 

    CMSSW contains an old version of tnsnames.ora, which is obsolete. The
file is removed and thus official can be used via
oracle-instantclient-tnsnames.ora.noarch package.

Users might need to set TNS_ADMIN and SQLPATH.

  2. oracle: update to 12.1.0.2.0 

    Update to the latest version of Oracle Instant Client -- 12.1.0.2.0.
The same version will be used for macOS (x86_64) and Linux (x86_64,
ppc64le, ppc64).

Note, there is still no ARMv8 64-bit/ARM64/AArch64 release.

Update oracle-license.file to reflect the latest license.
