This pull request is fully signed and it will be integrated in one of the next IB/CMSSW_11_3_X/master IBs (tests are also fine). This pull request will now be reviewed by the release team before it's merged. @silviodonato, @dpiparo, @qliphy (and backports should be raised in the release meeting by the corresponding L2)

as far as I can tell not really, the report was that it does quote
cms-sw/cmssw#31123 (comment)
followed by cms-sw/cmssw#31123 (comment)
but I'll just ask for examples to check. It does fix a problem that should've not been there
we can build an IB in non-threading mode to separate relvals that are not thread related and maybe fix them
first or at least to have a list with the 'normal failures'
