Removal of various python2 based packages, backported fromDEVEL

These are the changes made by @davidlange6 to drop python2 based packages from cmssw software stack. These changes have been included/tested in DEVEL IBs. Thsi PR is based on the changes proposed by the following PRs

• cleaning up unused py2 tools ; restoring tensorflow as part of python_tools.spec #7019
• Further cleaning of python2 packages #7010
• continue with removing python2 versions #6990

• DQMHistoSizes: changed ( 312.0 ): 0.004 KiB MessageLogger/Warnings
• Checked 160 log files, 37 edm output root files, 38 DQM output files
• TriggerResults: no differences found
