[xrootd] Use FORCE_ENABLED to make sure xrootd fails if any deps is not found #7870

FORCE_ENABLED=ON : So that xrootd fails is any required deps is not found
ENABLE_VOMS=FALSE : Do build voms
ENABLE_HTTP=TRUE: Explicitly enabled http and include curl deps for this
XRDCL_ONLY=TRUE : Build client only part
USER_VERSION=realversion: Explicitly set the XROOTD version
Add an option to fail XrootD build if explicitly enabled features can not be build xrootd/xrootd#1682
