Update to cuDNN 8.8.0, pyCUDA 2022.2.2

• cuDNN version 8.8.0.121 for CUDA 11.x;
• PyCUDA version 2022.2.2.

This is mostly to stay in sync with the GCC 12 / CUDA 12 updates.
