[HGCAL/TICL] define/assign ticlIteration for HFNose and default-constructed tracksters

#34962 :

#34605 is an example of using iternames which can not be decoded by RecoHGCal/TICL/plugins/TrackstersProducer.cc. E.g. ticlTrackstersHFNoseEM uses EMn.

Either a new iteration should be defined in the Trackster::IterationIndex enum, or the TrackstersProducer should decode to an existing enum value.

Also, in #34858 the Trackster::iterationIndex_ was default-initialized to 0, which can be confused with EM. Perhaps a new enum UNKNOWN or INVALID should be defined.
