PoolOutputDB service migration for Geometry/CaloEventSetup, Geometry/EcalAlgo, Geometry/DTGeometry

Geometry/CaloEventSetup, Geometry/EcalAlgo, and Geometry/DTGeometry, the PoolOutputDB service methods
writeOneIOV(), createOneIOV(), and appendOneIOV() must be changed.
