It is not immediately clear to me which of the PRs merged in CMSSW_12_3_X_2021-12-08-1100 could cause this problem.

This seems to be related to #36018

It would be good to have this WF in automatically, so it would have been caught in recent PRs. All Run-3 WFs are TTbar/Z+jets MC.
