Add vtx smearing parameters: nominal beam parameters, realistic centroid

As requested by PPD group, we provide a new set of smearing parameters that include:

• beta star, emittance and sigma Z as the nominal foreseen conditions
• luminous region X, Y and Z as measured offline for the runs in LHC fills 3857 and 3858
