add l1reco hook for stage1 #10509

This adds a new hook for customizing L1Reco to unpack stage 1 from RAW. It requires a customization like:

from L1Trigger.L1TCommon.customsPostLS1 import customiseL1RecoForStage1
customiseL1RecoForStage1(process)

in order to have any effect.

(It requires more testing)

L1Trigger/L1TCommon
