Fix a few invalid uses of 'static' keyword in DQM/HcalDetDiagLaserMonitor

[dmitrijus]

HcalRaddamData: it is only used by a single module, so make it private
to that module;

HOseq and others: why was it static? they are initialised properly on
every call.
