Fix for SiStripErrors in HI repacking (porting PR #12674)

This is a port of PR #12674 into 8_0_X . Used for fixing the heavy ion repacking that is run in the HLT for the SiStrips. Also needed to store SiStrip error info is on disk and show it in the DQM.

• code changes are consistent (the same diffs) as in the 75X PR Change of DigiToRaw code to keep SiStrip Error information during data repacking #12674
• jenkins tests pass and comparisons with the baseline show no differences as expected (affected workflows are not tested, e.g. 140.51 for 2010 HI data). There were no differences in digi2raw since ~72X until this change. So, the validation done in 75X with Change of DigiToRaw code to keep SiStrip Error information during data repacking #12674 and in CMSSW_7_5_8 data taking should be enough.
