Increase maximum number of hits and layers in MultiTrackValidator

This PR changes all MultiTrackValidator "vs. layers" plots to use the configuration parameter for number of layers as the number of bins (because it is more correct), and increases the maximum number of hits and layers (to reach the maximum number of hits HitPattern supports).

Tested in 800pre4, expecting changes in binning in MTV "vs. hits" and "vs. layers" plots.
