This PR fixes two bugs introduced in #13348
trackingParticleNumberOfLayersProducerneeds to be added to the sequenceTested in CMSSW_8_1_X_2016-03-02-2300, the workflows 140.1,140.2,140.4,145.0,301.0,302.0 that are failing in the IB should get fixed.
