DQM for Express 2016 - backport 80X

This is a DQM update for the very high MET paths that are used in the Express dataset // Hotline. It consists simply of python configuration changes, with the names of the new paths and filters that are going to be present in the Express dataset in 2016.

This is the 80X backport of #14123
