Add test configuration for jet tools from MiniAOD

Add test configuration for jet tools to run on top of MiniAOD.
The configuration is equivalent to "RecoJets/JetProducers/test/testJetTools_cfg.py" which runs on top of AOD.
Also update JEC payload in testJetTools_cfg.py and drop testing of btagging (that is tested in PhysicsTools/PatAlgos anyways).

Adding Mini-AOD jet tools tests. The changes are made only in a test directory, so there should be no change in standard workflows.

The code changes are satisfactory, and Jenkins tests against baseline CMSSW_8_1_X_2016-04-19-1100 show no significant differences, as expected.

This pull request is fully signed and it will be integrated in one of the next CMSSW_8_1_X IBs (tests are also fine). This pull request requires discussion in the ORP meeting before it's merged. @slava77, @davidlange6, @Degano, @smuzaffar
