relval matrix updates

updates include:

• fix fastsim pu/premix NuGun workflow names
• update gensim input for phase1 workflows
• update mixing/premixing inputs
• add additional line in baseDataSetRelease for gensim input for cosmics workflow, because it is different using a special cosmics gt
• update inputs datasets for some run1 data workflows because those old inputs are deprecated.
• update RECODR2_25ns and _2016 adding missing customization function according to discussion with @slava77 in PR relval matrix to use HLT relval2016  #14117
